Submit a site refers to submitting your website online. This can be done through a site that has been up and running for a bit, like Google, or one that is new.
Never submit a site to another site that is under construction. Also, do not submit content to a site that has the same exact information, but there are two different URL?s.
All that you are doing is repeating the same information. It is also a good idea that you try and not disguise the information on a particular URL just so that you can submit it to a site that shows the same type of information.
